Description

Resource Management Officer reporting to the Head of the Resource Management Section in the Management Support Office, Directorate of Technology, Engineering and Quality (D/TEC).

Under the direct authority of the Head of the Resource Management Section, you will contribute to ensuring that the Directorate runs smoothly and that its resources are efficiently managed.
In the execution of the defined duties, you will collaborate closely with a dedicated team of controllers and administrators while also establishing connections with relevant services both within and external to the Directorate.

Duties

Your tasks and responsibilities will include:
• Supporting contractor support provisions for the Directorate and ensure proposer financial implementation, control and reporting.
• Leading the TEC functional support and workforce revision process:
o Competence provision planning and controlling;
o Managing the interfaces with counterparts in both TEC and other directorates, such as programme and project controllers;
o Leading baseline and inter-revision planning.
• Managing the Directorate's workforce time recording and recharging of competence provision in coordination with internal and external counterparts;
• Coordinating the operation of procedures and information systems for the management and control of activities:
o Ensuring proper coherence and quality of data;
o Participating in the definition of efficient processes, methods and tools;
o focusing significantly on continuous improvement to reduce the administrative impact on the Directorate's workforce.
• Supporting the proactive monitoring of the Directorate's workforce, including recruitment and organisational changes, interfacing with the relevant HR and Workforce Management services;
• Contributing to the risk management function through the identification of potential problem areas and analysis of their impact and by proposing remedial actions.

Technical competencies

Resource planning, monitoring and control processes and techniques

Business Process Management

Understanding of the relevant procurement regulations and financial regulatory framework

Negotiation and diplomatic skills

Handling of sensitive information


Education

A master's degree in business administration or an equivalent field is required.

Additional requirements

Strong analytical, organisational and reporting skills, as well as a proactive, problem-solving attitude and proficiency in IT tools, are crucial. A strong sense of discretion and client orientation is essential.

You should, in addition, have:

• Excellent interpersonal and communication skills, enabling you to work both independently and collaboratively within a diverse international team.
• The ability to define and implement solutions that align with team and individual objectives and project deadlines.

Any experience in resource management, including controlling, allocation, planning and optimisation, is considered a valuable asset.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.
