Description

Head of the Applications Technical Capabilities Section in the Application Services Division, Information Technology Department, Directorate of Internal Services.

Duties

You will report to the Head of the Application Services Division, Information Technology Department, Directorate of Internal Services, and be responsible for management of the Applications Technical Capabilities Section and its resources and activities. In addition, you will be required to contribute to various Section activities and to represent it in various boards and reviews, as necessary.
This covers:

• managing a team of ESA staff, contractors, and partners in accordance with the objectives of the Division and the Information Technology Department;
• ensuring availability of the technical capabilities required to support Application Services and projects;
• coordinating the resources required to achieve the goals of the Application Services Division;
• being responsible for analysing and developing the processes to enable technical development, integration, and operations on various applications platforms for ERP, information management, web and mobile applications and CRM;
• being responsible for the exploration of new IT technologies and driving the modernisation of ESA IT applications (IT R&D) including low-code applications, AI, process automation and emerging integration/UX capabilities;
• development of modern IT delivery and operations models to accelerate adoption of agile methodologies (e.g., DevOps, SRE) in application development;
• providing regular and comprehensive status and progress reports, covering scope, cost, schedule, and quality, to the Head of Division and Department management, as required;
• leading and supervising IT projects to drive technical debt reduction, platform modernisation and architectural coherence for the ESA IT Applications Portfolio;
• building relationships and capabilities to assure compatibility of the ESA IT applications portfolio with the overall infrastructure, security, end-user, and data protection landscape of ESA;
• providing expert support for technology-related aspects, as required; ensuring quality compliance, as per QMS procedures, and managing projects according to the methodology adopted;

• performing any other activities, as deemed appropriate, to cope with emergent needs in the IT Department.

Technical competencies

Experience in technical management of complex ERP platforms/environments

Experience in information management platforms (particularly content services, documents and records management)

Experience with building and operating solutions in hybrid environments (on-premises, cloud and SaaS models)

Project and technical management in an enterprise IT context

IT service and operations management

Technical architecture in an IT context (platform engineering, microservice architectures, integration patterns)

Understanding of and familiarity with both traditional IT project management as well as more modern agile methods such as DevOps, SRE, CI/CD etc.
